He didn't like going into enemy territory without some sort of plan and he didn't like wandering around in unfamiliar places in general. Duchess by his side the meowstic watched out for him. It wasn't very common to see one of the kalos based Pokemon here in Vermilion but to be honest that was the least of his worries. This was magma territory and if he wasn't careful he'd end up setting off some sort of alarm that the aqua leader was wandering around. After all he was just here to poke around and see if he could find some sort of weakness in their defenses.
His plans to grab all of the ocean front cities that they could, effectively blocking the rest of the teams in, would only work if they could successfully grab each town with minimal casualties. "Now if I were the weakest link... Where would I be?" He wanted to find one of their grunts and rough them up a little bit. Maybe even take them into captivity. After all snatching up one of their own right on their territory would just stick it right in their face that he could do whatever he wanted whenever he wanted. It would be great whenever they finally took this city, the ocean was gorgeous.
